The report was developed within the Danube-INCO.NET and is based on a series of three policy dialogue events held between 2014 and 2016 in the non-EU Member States of Serbia, the Ukraine and Moldova, each focussing on a set of topics related to specific commitments and priorities of the Innovation Union and the ERA Framework, and selected based on priorities in the host countries and the Danube region at large.
The report summarises the state-of-the-art of implementing the two policy frameworks in the non-EU countries and selected EU member states. It raises awareness of challenges and prospects linked meeting European and international standards of policy-making in research and innovation. The document includes recommendations jointly developed by policy-makers, practitioners and experts and thus provides a source for individual countries to take determined steps towards better implementation of the IU and ERA goals and processes hence living-up to international standards of R&I policy.
The report also draws conclusions on the value of the policy dialogue itself and on future challenges such as overcoming the innovation divide in Europe, and offers prospects for continued joint action.
Background:
The bi-regional policy dialogue between EU and non-EU Danube countries is a core activity to transfer good practice in implementing key EU policy frameworks for research and innovation, namely the Innovation Union (IU) and the European Research Area (ERA) Framework.
